Russian Energy Minister Alexander Novak was out on the wires in the last hour, via Reuters, saying that October is the reference month to start oil cuts as a part of OPEC/non-OPEC oil output deal and Russia is on track to reduce oil production by at least 50,000-60,000 bpd in Jan.
